Sphiverse Participation Charter

Purpose. This Charter defines invite-only participation criteria for Sphiverse, the public-facing interface of the CA-System, and clarifies how regulated activities—if any—are conducted solely by appropriately licensed third parties.

3. HOOTL Telemetry & Admissibility (Minimum Requirement for Ecosystem Eligibility)

For deployments that seek ecosystem eligibility, participants must support machine-asserted constraint declarations that are generated independently of human discretion (HOOTL at the invariant boundary). These declarations are time-bounded, auditable, and used to evaluate admissibility, continuation, termination, and re-entry.

Human oversight remains HOTL for governance and adjudication, but cannot override an inadmissible state asserted at the invariant boundary.

4. Regulated Activity Boundary

Sphiverse and its affiliated platforms do not provide banking, securities issuance or trading, brokerage, exchange operation, investment advisory, insurance or reinsurance, foreign exchange, payment services, or monetary policy functions. Any regulated activities referenced in connection with Sphiverse are performed exclusively by independent, duly licensed third-party operators under applicable law, and may be restricted by jurisdiction.

Operators may set participant fees for access, coordination services, or ecosystem eligibility tiers within their jurisdiction and policies. Any fees for regulated services are set by the relevant licensed providers under their own authority. Nothing in this Charter is an offer, solicitation, or promise of financial return.

7. Suspension / Removal

Invitations may be suspended or revoked for material misrepresentation, non-compliance, security breaches, unlawful activity, or failure to maintain minimum ecosystem eligibility requirements.
